BACC Rules

Rule's I'm following. edited to fit with Pyrewood.

Introduction

Most/all of these rules mentioned below that I will be using have come from the following two BACC challenges.

 This mainly a reference for me, so I can look at the rules I'm using on one page; easy access.

Background
The Landgrabbs run Sim City, due to the amount of money that has been provided to Pyrewood to keep the community running; it has now been ruled that the tie between these two cities must be cut otherwise both will suffer with shortages.

Water/Electric & heating will still be provided, but at a higher cost in tax. 

Sims who live in Pyrewood must now live off their own land. This will be looked after by the DeSnoots; close friends of the landgrabbs. This family will act as the ruling Mayor and architect for Pyrewood. They will be responsible for collecting Taxes, and building the town up. All sims who live in Pyrewood must provide their knowledge and skills to bring back services they once had access to. 


Starting out
Create a new neighbourhood; can have townies or no townies. Players choice.
You can add any and all vacation destinations
Do not add a downtown, business distract or any community lots.
You may create a single university - out of state at the beginning of the challenge.


Founders/Founding families.
Roll a d6 to determine how many families you will start out with, you may or may not include your mayor in this roll. My mayor household is not included. You can also just choose a number to start with.
For each family roll a d6. This is how many sims in the household, you can have single households.
You will randomise the following: age, gender, zodiac. starting funds, primary and secondary aspirations. Turn on's and offs, and also appearance can be chosen by yourself. I choose to exclude toddlers, as I personally never make them in CAS. I wait until i'm in game. (feel free to add toddlers if you choose).

Age
1 = your choice
2 = Child
3 = Teenager
4 = Adult
5 = Elder
6 = your choice.
If you end up rolling 1 or 6, you basically have the choice to make the sim any age you wish, or you can re-roll again.

Gender
Odd = Male.
Even = Female.

Primary Aspiration/Secondary aspiration
1 = Popularity
2 = Romance
3 = Knowledge
4 = Family
5 = Fortune
6 = Pleasure/Grilled Cheese
If you roll a 6 you can choose either one.

Zodiac - Roll a d12
1 = Aries
2 = Taurus
3 = Gemini
4 = Cancer
5 = Leo
6 = Virgo
7 = Libra
8 = Scorpio
9 = Sagittarius
10 = Capricorn
11 = Aquarius
12 = Pisces

Feel free to make your sims occult sims if you wish to play with them, I generally only play with aliens and witches, but may play with the others.( As I may make like a corner of my map an occult spot)

Family wealth/starting funds
1 = Poor 10,000
2 = Lower middle class 25.000 - 30,000
3 = upper middle class 40,000
4 = Rich 75,000+

You may add pets to your household, however the funds they bring in must be removed.

The mayor
You will create either a single sim or a family; players choice. Who has been appointment as the mayor of this new upcoming town. choice.

  • The  Politics  career  track  represents  your  mayor  working  with  the  government to develop the town. Your mayor is also in charge of the city’s funds and collecting taxes.
  • The city funds are lumped in with the mayor’s family funds, so it’s up to them if they will be used towards the city, or to give him a fancier house.
  • Your mayor of course must start at the bottom of the Politics career track. If he/she is ever fired, they may immediately return to work, but he must again start at the bottom  and  work  his  way  up.
  • At  level  4  (Campaign  Manager),  the  mayor  may recruit one Sim to help him out if he wishes [one position opens], but this Sim cannot advance beyond level 4.
  • Once the mayor reaches level 5 (City Council Member), a town hall must be  built  and  purchased  by  the  mayor  with  the  city  funds.  There  is  no minimum  cost  for  this  building,  but  it  should  at  least  resemble  a  town hall and not be an empty lot. A business (retail or entertainment) can be run  here  to  earn  extra  money,  but  it is  not  necessary.  Either  way,  the mayor must visit this lot at  least once during each rotation  to carry out his mayoral duties. 
  • The  mayor  cannot  progress  past  level  5  in  his  career  until  a City Connection   is   established.   Use  Cyjon’s Job Stopinator to prevent career advancement.
  • Once a City Connection is established, all Sims in the Politics career track can continue along it. 

There must be a playable mayor at all times. If your original mayor dies, quits, or retires, a replacement must be found immediately, even if you must create a new Sim or move in a townie to have a new mayor. The replacement mayor does not start  at  the  top  of  the  career.  He  or  she  must  work  up  from  the  bottom. Having a fancy title doesn’t give the mayor a cushy job right from the start.

The Architect
The only other career open to your Sims is the architect career. 

This has one position open to the Sim of your choice. (If you don’t have Free Time, just put this Sim into the Politics career as well and pretend he or she is going to work as the town builder.)

 Putting  your  chosen  Sim  into  the  Architect career represents  her planning  out and creating the new buildings for your town. Like the mayor, she must start at the bottom and work her way up, and if she is fired, she can immediately start over.

 At level 3 (Brick Layer), she may recruit one other Sim to help her in the career if she wishes [one position opens].

At   level   4   (Head   of   Construction   Company),   she will be given a planning room in the town/city hall, and  the  architect  must  visit  it  at  least  once every rotation.
The  architect  cannot  progress  past  level  4  until  a  City  Connection  is established. Once that is in place, Sims in this career track may continue along it.

Once your architect reaches level 10, she can build new housing for more people to move in.

 Like the mayor, there must be a playable architect at all times. If your original architect dies, quits, or retires, a replacement must be found immediately, even if  you  must  create  a  new  Sim  or  move  in  a  townie.  The  replacement  architect does not start at the top of the career, and must instead work up from the entry level position

Taxes
Taxes are collected at the beginning of each family's round, except for the very first round. To find out how much taxes the family own, check the household value and take 10 per cent of that, and round to the nearest 100. If a sim owns a community lot, the lot value must be added to their household funds to have tax taken from that too.

Moving in
Each household will be played for one season each rotation. 1 household = 1 round, all household rounds take place during one season.
Sims can move into any size lot they can afford, and build their houses however you like.They can have luxuries with them, as long as they can afford them.
Sims can move one from household to another, but this must be done at the beginning or end of the round. 

Services
Pizza & Chinese food delivery: Are unlocked when population reaches 500 or if a sim reaches top of culinary career.

Bartender: unlocked once your town has an owned bar. (can be a main focus, or combined with other things, cards or karaoke venue)

Maid: unlocks when your town has three wealthy households (100,000 household value or higher) and a population of 500.
Butler: unlocks when your town has five wealthy households (100,000 household value or higher) and a population of 500.

Gardening services: unlocks when your town has three wealthy households (100,000 household value or higher) and a population of 500. with plants that can be gardened.
Garden club: When you have five sims with a gardening badge, and has a gardening club lot.

Repairman: Maxed out mechanic skill, a population of 250, and when an appliance breaks 10 times. (can be different houses)

Exterminator: unlocked once your town has had three roach infestations.

Matchmaker, and obedience trainers: unlocked once downtown is unlocked.

Police: unlocked once a sim in law enforcement reaches level 10 (also unlocks alarms)

Fire service: Is unlocked when a sim studies fire safety, has maxed body points, and once 10 fires have broken out in the neighbourhood. (or household if they are very bad at cooking) Unlocks fire alarms as well.

Groceries can be delivered, as the town isn't far away; but one sim is chosen to do the delivery run until a grocery store is added to the town.

The adoption services for children and pets is allowed, as the family are most likely able to travel to the nearest city to do the paperwork, etc.

You may also hire nanny's as we'll assume the nanny factors in travel times, and gas money with how much she charges.

You cannot call Fire service, police or repairman until these are unlocked.

You unlock the Headmaster after you have one Sim top the Education career.


Community lots
You can unlock community lots in 2 ways
  • Have a playable Sim purchase a community lot and run a business on it.
  • For every 4 playable households, you get 1 free community lot that is city owned. Your choice how you decide what lot you earn. Whether it’s funded by the money that grows on trees or if you use taxes to do it.

Sim Multiplier
Basic formula is # of playable sims x SM = Total population.
Starts at 1 at the beginning
You get +1 for the first community lotYou get +1 for every 5 community lots you have (Includes the first community lot that you already got a +1 for)
You get +5 for adding Downtown
You get +5 for each University you add Remember the one you can add at the beginning does NOT count
You get +5 for each Business District you add

How to make money
Other  than  the  positions  in  Politics  and  Architecture,  all  careers  are  locked  when starting out. Your unemployed Sims must earn money in other ways
Digging,  fishing,  and  gardening  are  all  permitted,  but  when  gardening,  your Sims may not use fertilizer. It  takes  a  while  to  develop  good  soil.  Once  a  Sim  has  harvested  five mouthwatering crops, fertilizer is unlocked for all, but they can only use compost, not bags. Bags of fertilizer are locked until the garden club is formed.
Sims are permitted to sell through Buy Mode anything they grow, catch, or dig up. Think of it as turning this stuff into resources/supplies for the town. Money can also be earned through the easel, by writing novels, and  by creating items with the crafting stations.
One  more  way  to  earn  money  is  by  having  a  Sim  open  a  business  and  selling stuff to his or her fellow citizens. 
Businesses may be at home or—because your town is full of empty land for  Sims  to  claim—on  community  lots. 

Careers
All Careers are locked at the start, except for politics and architect.


Adventurer
One opening for each Museum Venue is open. It must actually look like a real museum, but there is no monetary requirement.
Unlocked for all when the 1st Sim reaches the top of the Adventurer career

Artist
One opening for each Rank 5 Art Gallery Venue
Unlocked for Sims who meet the following criterea
Level 10 Creativity Skill
Sold at least one Masterpiece (you only get the memory once)

Athletic
Unlocked when a Sports Venue is opened.
No requirement for lot value, but it must predominately focus on sports.

Business
One opening for each Rank 10 Business
Unlocked after 1st Sim reaches the top of the Business career

Criminal
One opening when the population reaches 100
One opening for each Sim who reaches the top of the Criminal career
One opening for each Sim who reaches the top of the Law Enforcement career

Culinary
One opening for every Rank 5 Restaurant
Unlocked after 1st Sim reaches the top of the Culinary career

Dance
One opening for every Rank 5 Dance Studio
Unlocked after 1st Sim reaches the top of the Dance career

Education
One opening for every 250 in population
Always open to college graduates
Graduates from out of state colleges like the one added at the beginning of the challenge count

Entertainment
One opening for Sims who transition to Adult with maxed CharismaThis includes going from Young Adult to Adult Sims moved in with maxed Charisma are assumed to have transitioned to adulthood with maxed Charisma.
One opening for each Sim who tops the Dance, Music, or Show Business careers

Gamer
Unlocked for Sims who own the following1 expensive computer
1 video game console
1 Pinball machine
1 Arcade game
Items at owned venues count. Basically, if you don’t have to restock it, it counts.

Intelligence
One opening for each Sim who tops the Criminal, Military, or Science careers

Journalism
One opening for each 1000 in population
After the population reaches 1000, one opening is added for each Sim who tops the Criminal, Law Enforcement, or Show Business careers

Law
Open to college graduates
Graduates from out of state universities count

Law Enforcement
One opening for every 3 burglaries
One opening for every 3 fires.
Basic rule is, if your active playable Sim starts it, it counts. 
Fires from burned food count
Fires from Sims using the grill outside count
Inside does not count since it’s guaranteed
Fires caused by lightening do not count
Fires caused by cafeteria workers do not count
Fires on business lots caused by the owner count
Fires on business lots caused by hired employees or customers do not count
Fires caused by a witch’s spell do not count
One opening for each Sim who tops the Criminal career

Medical
One opening when population reaches 1000
One opening for every 5000 in population
Open to college graduates
Graduates of out of state colleges like the one added at the beginning of the challenge count
Unlocked once first University is added
The one that can be added at the beginning of the challenge does not count

Military
Unlocked when a community lot representing a Military base is added
May use your creativity when making this lot. It does not have to be just a lot for show. Most military bases will have places for those who live on base to shop at. Grocery, clothes, etc. Your choice on whether you limit access or not to those in the military career and their immediate families

Music
Unlocked when one Music venue is added. The lot must have at least 1 stage and at least 3 musical instruments

Natural Science
One opening for every Rank 5 nature oriented businessFlower store
Farmer’s market
One opening for Sims who have a Gold Gardening badge

Oceanography
One opening for Sims who have a Gold Fishing badge
Unlocked once a Sim tops the Natural Science career

Paranormal
First opening when there is a cemetery in the neighborhood and there have been 5 deaths
One opening for every 10 deaths AFTER the first 5
So one opening for odd multiples of 5.
Pet deaths do not count
Graves do not have to be moved to the cemetery to count

Science
One opening for Sims who transition to Adult with maxed Logic skill
One opening for every 3 electrocutions
Open to college graduates
Graduates of out of state colleges like the one added at the beginning of the challenge count
Unlocked once the first Sim graduates University
Sims graduating from an out of state University like the one added at the beginning of the challenge do not cause the career to be unlocked.

Show Business
One opening for each Sim who tops the Slacker or Entertainment career

Slacker
One opening for each Club business
Unlocked once Downtown is added to the neighborhood

Pet Careers

Security Pet
Unlocked when there are 5 spots open in Law Enforcement
One spot open for the pet of a Sim in Law Enforcement

Service Pet
Unlocked when services are unlocked

Show Biz Pet
Open for all pets who have learned all of their tricks
Excludes potty training for cats

Unlocking neighbourhood additions
Business District
    • One earned for every 5 owned businesses AND 1 Business Tycoon (level 10 in the business career)
      • So if you have 1 Business Tycoon and 4 businesses, then you have NOT earned a business district
      • Businesses do not have to all be Rank 10 in order to count, just be owned
  • Downtown
    • Unlocked when population hits 25,000
  • University
    • Three different types: Out of State, Public, Private
    • Out of State is free to add
    • Takes $1,000,000 in funds to add a University – either public or private
    • Out of State
      • Only one of these can be added. It’s the one you can add at the beginning of the challenge. 
    • Public
      • Earned when the City’s funds for the University reach $1,000,000 OR population reaches 50,000
      • Best way is to take a weekly tax. See the Taxes page for more information
    • Private
      • Earned when one Sim or a few Sims pool their money together to purchase a University
